Jolly, it should be vegetarian, but you’ll want to confirm on-site (they’ll have a binder of allergens/ingredients). You could try to reach out to Disney Dining, too.
Sarah, this is/was incredible. It actually debuted at Pop Century in early 2018, so I’m hoping that means it’s going to stick around for a while, rotating or not. I’m going to go far enough and say it’s one of my favorite desserts I’ve ever had at WDW :O
